2020 Electoral Guidelines


Notice is hereby given for the election of the Nine (9) Officers of The Institution and Ten (10) Un-Official Members for the 2020 and 2022 Council year. The guidelines for the conduct of this election are given below:
1.) Positions open for contest include:
President, First Vice President, Second Vice President, National Secretary, National Treasurer, National Publicity Secretary, Assistant National Secretary, Assistant National Treasurer and Assistant National Publicity Secretary and Ten (10) Un-Official Members.
2.) Voting Period and Modalities:
(i) The election into the various offices shall be conducted within a period of 10days onlyand shall open on Wednesday, at 00.00hour on March 18, 2020 and close at 23.59hour on Friday, March 27, 2020.
(ii) Voting shall be conducted electronically.
(iii) Not more than two voters can vote on one device.
(iv) Each contestant is allowed to nominate an agent to represent him/her at the opening of the election portal, during voting and collation.
3.) A. Eligibility:
To be eligible to be voted for, every intending candidate for a post, a position or an office must satisfy the provisions of Article 10 (d) (i) to (iv) of the 2013 NIESV Constitution
B. In addition:
(i) Any candidate for the position of The President, the First Vice President and the Second Vice President shall be Fellows, while candidate for the other positions may be Fellows or Associates of not less than five (5) years post-election;
(ii) A Fellow with continuous membership of The Council for at least five (5) years or for an aggregate of six (6) years shall be eligible to contest for the post of The President;
(iii) No Officer of the Institution shall qualify for re-election into a post, a position or an office if he/she has held that same office for two (2) consecutive years; and
(iv) A current member of the Council who has been adjudged not to have achieved at least fifty (50) percent attendance at meetings in his/her year of election shall not be eligible for election into The Council.
4.) Nomination:
(i) Nomination of candidate for elective positions shall open on Monday, December 16, 2019, and closed on Friday, January 3, 2020 at 23.59hour.
(ii) Candidate for nomination will be expected to complete the nomination formonline.
(iv) Every Financial Professional Member who is interested in contesting in the election shall ensure that his/her Nomination Form is completed/returned online before the closing date of nomination (Friday, January 3, 2020 at 23.59hour).
5.) Screening of Nominees
Screening of nominees shall be conducted by January 6, 2020 toJanuary 17, 2020
6.) Interim Display of Contestants' List:
Interim list of contestants shall be displayed online by January 17, 2020.
7.) Submission of and Dealing with Claim:
Claim(s) and/or counter claim on the outcome of the screening exercise shall be done by January 20, 2020 to January 24, 2020
8.) Final Display of Contestants’ List:
The list, having the names of the contestants along with the names of their respective nominators, shall be displayed online by January 27, 2020; with all voting instructions.
9.) Campaign and Enlightenment Period and Instructions:
(i) Campaign period shall be from January 28, 2020 to March 17, 2020.
(ii) Enlightenment by the Electoral Committee: January 28, 2020 to March 17, 2020.
(iii) Campaign Instructions:
(a) Campaign can be done with the use of text messages and other social media platform. However, contestants must avoid the use of foul language;
(b) The campaign should be devoid of any form of inducement (financial or otherwise)
(c) No use of flyers, radio or television jingles or any other media that is not approved by the Electoral Committee.
(d) Text messages should include the name of sender and not be anonymous.
10.) Opening Ceremony of the 2020 Election Portal
Official Opening ceremony of the Election Portal shall be conducted in Abuja onTuesday, March 17, 2020.
